From April 14 to 15, 2019, the 17th Conference on International Exchange of Professionals (hereinafter referred to as "the Conference") was held in Shenzhen. The "Parallel Sessions in Zhuhai" was set up for this conference, which comprehensively displayed the local economic and scientific development plan, and the achievements and policies of talents and professionals attraction in Zhuhai. Parallel Sessions in Zhuhai-Talent Development and Potential Exploration

Founded in 2001 by State Administration of Foreign Experts Affairs with the approval of the State Council, Conference on International Exchange of Professionals is the only national, international and comprehensive talent and professional exchange event with the largest scale and highest level, which is specially open to foreign expert organizations, training institutions and professionals in China. The conference then has settled in Shenzhen since 2007.

From the organizing committee of the conference, the reporter learned that the Parallel Sessions in Zhuhai was set up for the first time in this conference, and the key consideration was to vigorously promote the integration of talents, innovation and industry with the help of the special location and policy advantages of Zhuhai, and to build a more suitable and effective platform for talents discovery and gathering and potential exploration.

During the Conference, Zhuhai City will have a booth set up in Hall 1 of the Convention and Exhibition Center to fully display the City's economic development planning, scientific and technological innovation planning and program, achievements in attracting talents, educational and research institutes, talent polices and other aspects in a vivid form with "static graphics and texts and animated presentation" combined. In addition, at the Reception to welcome Chinese and foreign guests who are “together in Zhuhai" attending the 17th Conference on International Exchange of Professionals, the City's self-presentation will be focused on Trust, Inspiration, and Integrity with highlights put on its sound environment for talent development and industrial growth, including a superb location, well-equipped supporting facilities for industries, flexible human resource and industrial policies and other features that all together lead to its comprehensive strength.

In the meantime, the City will launch a field tour about its environment for innovation, entrepreneurship, and investment, invite the participating teams of the China-Italy and China-US international maker competitions as well as promising youth abroad and at home to roadshow presentations, and promote programs and scientific and technological achievements to be delivered and transformed into applications, making it an opportunity for professional talents from all over the globe to see "the beauty of the city" of Zhuhai.

Embracing the age of Great Bay Area and vying to be the assurance for talents

"Development is the primary task, talent the primary resource and innovation the primary force driving development." As one of key gateways to and hubs of the Guangdong-Hong Kong-Macao Greater Bay Area, the City has always developed with talents as priority, widening channels to attract talents. It has been pooling together talents from all sectors and industries to apply themselves to the common goal of building "a key gateway to and hub of the Guangdong-Hong Kong-Macao Greater Bay Area, a core city on the west bund of the Pearl River and a model of high-quality development of the coastal economic belt", establishing the City's advantage of talents through constant efforts.

While adhering to the principle of the Party exercising leadership over personnel management in recent years, the City has established a work pattern for talents to lead development through reforms of institutions and mechansims, supported Macao in appropriately diversifying its economies guided by opening-up through promoting an integrated system for talent development in Zhuhai and Macao, and built a world-class environment for talent development through explorations and breakthroughs made in attracting talents.

In April 2018, the City promulgated the optimal talent policy - “Talent Program of Zhuhai City”, intensifying efforts to create a more active system of talent policies with greater openness and effectiveness, so as to speed up in attracting and pooling outstanding professionals and innovative and entrepreneurial groups in and outside China. This highland of global high-calibre talents, once established, will empower and guarantee the City's new round of great development via solid provision of talents.

“We're going to build a quality ecosphere with optimal environment tailor-made to suit talents‘s need for personal development and further break up the barriers to talent migration so we can form the "powerful magnetic field" attracting the brightest minds from all over", said Guo Yonghang, Secretary of the Zhuhai Municipal Party Committee and Chairman of the Municipal People's Congress Standing Committee, in an interview by the press. According to him, the City will fully implement the "Talent Program of Zhuhai City" and focus coordinated efforts on the introduction of trailblazers and innovative teams of international standards in the sci-tech realm so as to maximize the creativity and motivation of the City's markets, businesses and talents. He also noted that Zhuhai will build a system aligned with international standards of personnel management and service guarantee by continuing its supportive tax policy for Hong Kong and Macao talents working there and its measures to facilitate talents' entry and exit across the border. The City will relax restrictions on cross-border professional qualifications and extend the range of their mutual recognition, enabling the free migration of professionals between Zhuhai and Macao.

According to the updated statistics, the City now possesses over 500,000 people with professional skills and, with more than 120 national distinguished experts, 14 pioneers and 7 innovative and entrepreneurial teams included in the Guangdong provincial "Pearl River Talent Program", and 15 people included in the ”Guangdong Provincial Special Support Program“, ranks among the prefecture-level cities with the biggest number of high-end talents.
