Russian Scientific and Technological Cooperation Organization's China Tour (Shenzhen) Forum

The Russian Scientific and Technological Cooperation Organization's China Tour (Shenzhen) of the Country of Honor (Russia) Serial Events of the 18th Conference on International Exchange of Professionals co-organized by the Chinese Embassy to the Russian Federation and the Science, Technology and Innovation Commission of Shenzhen Municipality was successfully held from December 2 to 5, 2019.

Taking the opportunity of holding the “Sino-Russian Scientific and Technological Innovation Year” event in both countries and holding the 18th Conference on International Exchange of Professionals Country of Honor (Russia) Serial Events, this event aims to extend the deep friendship between China and Russia, expand practical cooperation and further enhance the bond of common interest in scientific & technological innovation and personnel exchanges. A total of 9 representatives from Russia-based international cooperation institutions including the Russian International Science and Technology Cooperation Association attended this event.

In the afternoon of December 4, the Russian representatives had a discussion at the Civil Center with the leaders of the Science and Technology Office of the Chinese Embassy in Russian, the Department of Foreign Expert Services of the Ministry of Science and Technology, China Association for International Exchange of Personnel, the Science, Technology and Innovation Commission of Shenzhen Municipality, Shenzhen Center for International Exchange of Personnel, as well as the heads and representatives of science and technology authorities, relevant enterprises, universities and research institutes in each district.

Zhang Tian, Second Secretary of the Science and Technology Office of the Chinese Embassy in Russia, highlighted that, as the first themed national year event since the commencement of a new era of China-Russia relations, the “Sino-Russian Scientific and Technological Innovation Year” demonstrate the determined national commitment to developing scientific and technological innovation cooperation between the two countries. As a matter of fact, scientific and technological innovation cooperation may not only serve as an approach to supporting economic development, but also come as a significant part of major-country diplomacy. At the 18th Conference on International Exchange of Professionals, the curtain to commence the “Sino-Russian Scientific and Technological Innovation Year” will be raised, facilitating wider and greater scientific and technological cooperation at a higher level. With due attention paid to the power of social institutions, we should enable them to fully exert themselves as a lever, amplifier and accelerator , thus providing strong support for the succeeding cooperation.

According to Deng Xiaojun, Deputy Director of the Science, Technology and Innovation Commission of Shenzhen Municipality, Shenzhen serves as a showcase of China’s reform and opening-up policy and a banner of scientific and technological innovation. At a time when China-Russia relations are entering into the best-ever stage and in view of the significant opportunity of “dual drivers”, namely the Guangdong-Hong Kong-Macau Greater Bay Area and the pilot zone for socialism with Chinese characteristics, we will take advantage of the Conference on International Exchange of Professionals as an important platform to implement international science and technology innovation cooperation between China and Russia, beef up practical cooperation with various players from Russia in science and technology, and boost the innovative development of fundamental research in science and technology of both countries, with a view to facilitating scientific research institutions to enhance joint efforts to realize high-level technological breakthroughs, precisely synergising international high-end talents and scientific & technological innovation projects, improving endogenous dynamics of cooperation between two countries, and building a comprehensive, deep and mufti-field paradigm of reciprocal cooperation between China and Russia.

In the forum, representatives from 6 science and technology cooperation organizations including the Russian Association of International Science and Technology Cooperation, the Russian (International) Union of Scientific and Engineering Associations, the Russian Society of Inventors and Creators, the Russian (International) College Students Federation, Russian S&T Cooperation and Personnel Exchange Center, and Shivaber Innovation Holdings Group respectively introduced the history and achievements of their institution, providing quality programs and solutions for carrying out international cooperation.

As Chinese representatives, the Russia Institute of Tsinghua University in Shenzhen and Shenzhen MSU-BIT University delivered speeches. Representatives from institutions such as Tsinghua Shenzhen International Graduate School, Shenzhen Center for International Exchange of Personnel, Pengcheng Laboratory, Shenzhen Institutes of Advanced Technology of the Chinese Academy of Sciences and China General Nuclear Power Corporation had a in-depth discussion and exchange with Russian guests regarding scientific research cooperation and project R&D in relevant fields.

In addition, the Russian Scientific and Technological Cooperation Organization delegation paid a visit to some renowned companies and scientific research institutions including Shenzhen Bay Venture Plaza, Science and Technology Ecological Park, Tencent, DJI and Shenzhen Institute of Advanced Technology, thus getting a glimpse of the unique advantage of the opening-up and innovation and advantageous business environment in Shenzhen. The Russian Scientific and Technological Cooperation Organization China Tour (Shenzhen) event was satisfactorily completed in a harmonious exchange context. Chinese and Russian representatives expressed their hope of building wider and greater cooperation in the future, with an aim to jointly boost scientific and technological advancement, and share development opportunities and innovation outcomes.
