总体工作方案

General Work Plan

根据《科技部办公厅关于调整第十八届中国国际人才交流大会举办时间和形式的通知》精神，对原定于2020年4月14-15日在深圳召开的第十八届中国国际人才交流大会（以下简称大会）举办时间和形式作出了调整。为切实做好调整后的大会各项筹备工作，经研究，制订本方案。

Following principles under the Notice of General Office of the Ministry of Science and Technology on Adjusting Time and Form of the 18th Conference on International Exchange of Professionals, the original time and form of the 18th Conference on International Exchange of Professionals (hereinafter referred to as the "Conference") to be held in Shenzhen on April 14-15, 2020 was adjusted. To finish all preparatory work after the adjustment in a satisfying way, subject to special study, this General Work Plan is hereby made.

一、指导思想

I. Guiding Thoughts

以习近平新时代中国特色社会主义思想为指导，深入贯彻党的十九大，十九届二中、三中、四中全会精神，聚焦国家发展战略和供给侧改革，紧紧围绕“融全球智力、促创新合作、谋共同发展”主题，立足国际化、专业化、多元化，汇聚全球创新和人才资源，面对新冠肺炎等全人类共同挑战，构建休戚与共的科技创新共同体，搭建互联互通和互利共赢的国际交流平台，共享科技进步和创新发展的“中国机遇”，为中国全面建成小康社会、决胜迈进创新型国家行列和成为世界科技强国发挥积极作用。

Under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we would thoroughly implement principles of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth plenary sessions of the 19th Central Committee of the Communist Party of China during the conference. To respond to national development policies and the supply-side reform appeal, we perform closely following the theme of " Cooperation · Innovation · Development". On the premise of international, professional and diverse development, we aim at gathering global innovation and talent resources. In the face of common challenges threatening all mankind like Covid-19, we need to build a scientific and technological innovation community in which all mankind go through thick and thin together and an international communication platform on which we communicate, connect, share with each other and win together. Thus we can share the "China Opportunities" for technological development and innovative development, and make an active contribution to achieving the goals of China to be a moderately well-off society in an all-round way and successfully transform into an innovative country and powerful nation of science and technology around the globe.

二、大会概要

II. Conference Procedure

（一）时间地点。

(I) Time and Venue.

拟定于2020年7-11月举行网上大会，视疫情防控形势择期在深圳市和相关省区市举办线下活动。

It's planned to hold the online conference from July to November 2020. The offline activities are to be launched in Shenzhen and other provinces/autonomous regions/municipalities concerned dependent on progress in epidemic prevention and control.

（二）组织保障。

(II) Guarantee of Organization.

1.主办单位：科学技术部（国家外国专家局）、深圳市人民政府。

1. Organizers: Ministry of Science and Technology (State Administration of Foreign Experts Affairs) and Shenzhen Municipal People's Government.

2.承办单位：中国国际人才交流中心、中国科学技术交流中心，深圳市科技创新委员会（深圳市外国专家局）、深圳市人力资源和社会保障局、哈尔滨市科学技术局，部分省区市科学技术厅（委、局）、人力资源和社会保障厅（局）。

2. Undertakers: China Association for International Exchange of Personnel, China Science and Technology Exchange Center, Shenzhen Municipal Science, Technology and Innovation Council (Shenzhen Municipal Bureau of Foreign Experts Affairs), Human Resources and Social Security Administration of Shenzhen Municipality, Harbin Science and Technology Bureau, as well as departments/commissions/bureaus of science and technology and administrations of human resources and social security of provinces/autonomous regions/municipalities concerned.

3.具体执行单位：深圳国际人才交流中心。

3. Executing agency: Shenzhen Center for International Exchange Personnel.

4.合作单位：各省、自治区、直辖市、副省级城市和计划单列市科学技术厅（委、局），新疆生产建设兵团科学技术局（外国专家局），国务院国有资产监督管理委员会、直属机构科技主管司局（引智主管部门），企事业单位，其他有关合作机构等。

4. Cooperators: Departments/commissions/bureaus of science and technology of all provinces/autonomous regions/municipalities/sub-provincial cities/cities specifically designated in the state plan, Bureau of Science and Technology (Commission of Foreign Experts Affairs) of Xinjiang Production and Construction Corps, State-owned Assets Supervision and Administration Commission of the State Council (SASAC), divisions and bureaus in charge of science and technology (for introducing foreign knowledge) of departments directly under the State Council, enterprises and public institutions and other cooperative organizations.

三、大会形式

III. Form of Conference

（一）网上大会。

(I) Online Conference.

本届大会以网上大会为主要形式，以大会官网为载体，利用先进信息技术打造“线上+线下”双线融合和“互联网+会展”双向赋能会展新模式，主要设置“虚拟展厅”“项目对接”“主宾国”“线上招聘”“在线服务”“大会资讯”等6大功能区。

This Conference is primary in the form of online conference. With the official website of the Conference as the carrier, we are to adopt advanced information technologies to offer a brand new convention and exhibition mode: Online conference + offline activities, and internet + convention and exhibition. This Conference would mainly consist of 6 functional zones: Virtual Exhibition Hall, Project Docking, Guest of Honor, Online Recruitment, Online Services and Conference News.

1.“虚拟展厅”功能区。借助AR/VR/3D等最新信息技术手段，为参展单位搭建街景式虚拟展厅，以图、文、音、像等多媒体形式，全方位展示各地营商环境、人才政策和科技成果。

1. Virtual Exhibition Hall. Cutting-edge information technologies like AR/VR/3D printing are adopted to create virtual exhibition halls with street view for exhibitors. Images, texts, audio and video and other multi-media means are applied to demonstrate the business environment, talent policies and technological achievements of various places.

2.“项目对接”功能区。以需求为导向，打通基于全域数据分析的供需对接渠道，提供项目发布、路演直播、精准对接、培训讲座等功能，推动国内外科技创新资源与产学研机构对接，形成高端人才和项目落地的务实成果。

2. Project Docking. Following the demand-oriented principle, the supply-demand docking channels based on universe data analysis would be established, and project release, roadshow live streaming, precise docking, training and lectures and other functions are offered. Efforts are being made to promote docking between domestic and overseas technological innovation resources and industry-university-research cooperative organizations, so as to really attract top talents and carry out projects.

3.“主宾国”功能区。集中展示主宾国俄罗斯与我国科技创新和人才交流成果，发布俄罗斯专家组织、高等院校、科研机构、人力资源机构、科技创新企业拟与我方开展的合作项目信息，为寻找对俄合作契机提供平台。

3. Guest of Honor. Focus is on demonstrating achievements of technological innovation of and talent exchange between the Guest of Honor Russia and us China, and on releasing information of projects which Russian expert organizations, universities, scientific research institutions, HR institutions and technological innovation enterprises propose to cooperate with us, to provide a platform for seeking for opportunities of Sino-Russian cooperation.

4.“线上招聘”功能区。设置外籍人才招聘会、海归人才云聘会、“智汇全球”网聘会、“精英天下”中高级人才及事业单位工作人员云招会等线上招聘专区，实现全流程一站式无接触，充分发挥各类人力资源服务机构优势，合理配置人才资源。

4. Online Recruitment. In this function zone, there are job fairs for foreign talents, cloud job fairs for overseas returnees, "Integrating Global Intelligence" job fair, "Global Elites" cloud job fair for medium and top talents and staff of public institutions and other online job recruitment zones. Serving as a whole-process, one-stop and contact-free platform, it gives fully play to advantages of all kinds of HR service organizations and reasonably allocates talent resources.

5.“在线服务”功能区。主要提供注册登录、展厅管理、线上会议、广告宣传等服务。

5. Online Services. It mainly provides services such as registration and login, exhibition hall management, online meetings and advertising.

6.“大会资讯”功能区。主要发布大会有关的新闻、通知、公告等重要资讯。

6. Conference News. This zone is for publishing important information on the Conference, like news, notices and announcements.

（二）线下活动。

(II) Offline Activities.

视疫情防控形势择期举办大会开幕式、深圳论坛（主论坛+专业会议）、展览推介、部分省区市专场专题活动、海外人才中国行、科技外交官行动等系列活动。

Series activities like the opening ceremony, Shenzhen Forum (main forum + professional sessions), the exhibition promotion, special activities of provinces/autonomous regions/municipalities concerned, trip of foreign talents in China, science and technology diplomat action, yet subject to progress in epidemic prevention and control.

1.开幕式。邀请有关领导、主宾国嘉宾、国际知名学者、专家代表在开幕式上致辞。

1. Opening ceremony. Leaders concerned, guests of the Guest of Honor, international famed scholars and experts would be invited to deliver speech at the opening ceremony.

2.深圳论坛（主论坛+专业会议）。以“科技创新与人才交流”为主题，邀请主宾国代表、顶尖科学家、知名企业家和领导围绕论坛主题开展研讨交流。科技部相关司局、直属单位组织各类专题会议，聚焦疫情防控举办相关主题活动。合作单位同期举办基础研究领域专业会议、全球院士科技创新与合作论坛、国际STEM教育深圳峰会、人力资源服务业高峰论坛、总裁创新峰会、海归职业规划发展论坛、第九届项目管理国际论坛等分论坛活动。

2. Shenzhen Forum (main forum + professional sessions). On the theme of technological innovation and talent exchange, we are to invite representatives of the Guest of Honor, top scientists, well-known entrepreneurs and leaders concerned to discuss and communicate on the forum theme. Relevant departments and bureaus of and agencies directly under the Ministry of Science and Technology are responsible for organizing all the special sessions, and holding theme activities for epidemic prevention and control. Meanwhile, the cooperators would organize professional sessions in the basic research fields, the Forum on Innovation and Cooperation by Global Academicians, the International STEM Education Summit in Shenzhen, the Human Resources Services Summit Forum, the CEO Innovation Summit, the Overseas Returnee Career Planning and Development Forum, the 9th International Project Management Forum and other parallel forum activities.

3.展览推介。结合当前国际科技创新合作与产业发展的趋势和重点领域，多维度展示我国在科技创新领域开展国际合作取得的积极进展和重要成果。集中展示中俄科技创新和人才交流成果，推动中俄在新材料、智能交通、能源技术、人工智能和高新技术产品等领域开展务实合作。

3. Exhibition promotion. Considering the trend and critical fields of international scientific and technological innovation and industrial development, active progress and major achievements we have made in . Focus is on demonstrating achievements of technological innovation of and talent exchange between the Russia and China, so as to promote both countries to further cooperate in new materials, intelligent transportation system, energy technologies, AI, high-tech products, etc.

4.部分省区市专场专题活动。继续设置深圳宝安、龙华分会场。鼓励有条件的省区市筹办区域分会场，举办展示推介、人才招聘、项目对接、参访交流等活动。在香港、澳门特别行政区举办专题对接活动。

4. Special activities of provinces/autonomous regions/municipalities concerned. Parallel sessions in Baoan and Longhua districts of Shenzhen would be continued. Provinces/autonomous regions/municipalities, permitted by conditions, are encouraged to undertake regional parallel sessions, to demonstrate themselves, recruit talents, promote projects and communicate with other places. Special docking activities are arranged in Hong Kong and Macao.

5.海外人才中国行。组织主宾国嘉宾赴各相关省区市开展考察对接等活动，协助中方代表赴俄罗斯参加大型展洽活动。以市场为导向，面向全球邀请不同学术、技术背景的海外专家学者、技术持有者回国（来华）开展深入交流。

5. Trip of foreign talents in China. We would organize guests of the Guest of Honor for inspection and docking in provinces/autonomous regions/municipalities concerned, and assist Chinese representatives in going to Russia for major exhibition and negotiation activities. Following the market-oriented principle, we invite global experts, scholars and technicians with different academic and technical backgrounds to (back to) China for in-depth communication.

6.科技外交官行动。邀请部分我驻外使领馆科技处外交官回国参加大会。介绍驻在国相关科技创新和人才交流现状，为国内企事业单位开展国际科技创新合作提供建议与参考。

6. The science and technology diplomat action. Diplomats from office of science and technology administration at Chinese embassies and consulates in other countries would be invited back for the conference. They would share the status quo of technological innovation and talent exchange in countries they station, offering Chinese enterprises and public institutions with suggestions and references for cooperation in international technological innovation.

参会参展统一在大会官方网站（www.ciep.gov.cn）或官方微信公众号（微信号：CIEP2001）在线报名，各相关单位可自行报名参会。大会日程、内容等信息以大会官方网站最终发布为准。大会具体组织实施方案由深圳国际人才交流中心制定，另文发布。

Register on the official website (www.ciep.gov.cn) or WeChat Official Account (CIEP2001) of the Conference by yourself and of your own accord. The agenda, contents and other information of the Conference subject to final publication on the official website. The specific implementation scheme is to be prepared by Shenzhen Center for International Exchange Personnel and published separately.

为了做好大会筹备工作，积极服务各相关单位开展展览展示、项目对接洽谈等活动，各地方参展参会名单及项目供需信息由各省、自治区、直辖市、副省级城市和计划单列市科技厅（委、局），新疆生产建设兵团科技局汇总整理并提交大会组委会；各部门参展参会名单及项目供需信息由国务院有关部委、直属机构、各集团公司科技（引智）主管部门汇总整理并提交大会组委会。

To prepare the conference in a satisfying manner, and actively serve exhibitors to exhibit themselves and negotiate about projects, departments/commissions/bureaus of science and technology of all provinces/autonomous regions/municipalities/sub-provincial cities/cities specifically designated in the state plan, and the Bureau of Science and Technology of Xinjiang Production and Construction Corps should prepare the list of local exhibitors and supply-demand information of exhibition projects, and submit to the Organizing Committee of the Conference on International Exchange of Professionals. The list of local exhibitors and supply-demand information of exhibition projects of each of the departments should be prepared by the ministries and commissions of and departments directly under the State Council and the competent departments of introducing foreign knowledge of each of the group companies, and submitted to the Organizing Committee of the Conference on International Exchange of Professionals.

根据第十八届中国国际人才交流大会（以下简称大会）总体工作方案，大会组委会（以下简称组委会）以大会官网为载体，利用先进信息技术打造“线上+线下”双线融合和“互联网+会展”双向赋能会展新模式，设置“虚拟展厅”“项目对接”“主宾国”“线上招聘”“在线服务”“大会资讯”等6大功能区。主要内容如下：

According to the General Work Plan of the 18th Conference on International Exchange of Professionals (hereinafter referred to as the "Conference"), the Organizing Committee of the Conference (hereinafter referred to as the "Organizing Committee") uses the official website of the Conference as the carrier, and adopts advanced information technologies to offer a brand new convention and exhibition mode: Online conference + offline activities, and internet + convention and exhibition. Demonstration zone for achievements in international technological cooperation. Considering the trend and critical fields of international scientific and technological innovation and industrial development, active progress and major achievements we have made in international cooperation in technological innovation would be demonstrated from different perspectives. (Carried out by the Organ Service Center under the Ministry of Science and Technology (hereinafter referred to as the "Service Center"))

主宾国展示专区。展示内容与“大会主宾国”功能区的“主宾国展览展示专区”相同。（中国国际人才交流中心（以下简称国际人才交流中心）承办，哈尔滨科技局、深圳国际人才交流中心执行）

Demonstration zone for the Guest of Honor. Demonstrating the same contents in the "Demonstration Zone for the Guest of Honor" in the functional zone "Guest of Honor" of the Conference. The "Belt and Road" construction segment. The purposes are to strengthen communication and cooperation among provinces/autonomous regions/municipalities, deepen the implementation of policies on innovation cooperation, accelerate integration of innovation elements, explore new potential for international cooperation, and promote to form a larger innovation community at a higher level. (Undertaken by departments/commissions/bureaus of science and technology of all provinces/autonomous regions/municipalities concerned)

京津冀协同发展板块。以北京、天津、河北等“两市一省”城市群建设为载体，以产业结构优化升级和实现创新驱动发展为合作重点，着力打造现代化新型首都圈，形成京津冀目标同向、措施一体、优势互补、互利共赢的协同发展新格局。（北京、天津、河北科技厅（委、局）承办）

The "coordinated development for the Beijing-Tianjin-Hebei Region" segment. Based on construction of the "two cities and one province" city group (Beijing, Tianjin and Hebei) and focusing on cooperation in industrial structure optimization and upgrading and innovation-driven development, major efforts are being made to create a modern new capital circle. The aim is to align Beijing, Tianjin and Hebei in goals and measures, and achieve a coordinated development landscape where they complement each other's advantages, mutually benefit and win together. (Carried out by departments/commissions/bureaus of science and technology of Beijing, Tianjin and Hebei)

长江经济带板块。充分发挥上海、江苏、浙江、安徽等“三省一市”作为长三角世界级城市群核心城市作用，辐射带动长江经济带11省市，全面提升综合经济实力和科技创新策源能力，强化科技与人才在金融资源配置功能、贸易枢纽功能和航运高端服务功能中的支撑和引领作用，变各自优势为区域优势，提升区域发展整体效能和核心竞争力。（各相关省区市科技厅（委、局）承办）

The "Yangtze River Economic Belt" segment. Shanghai, Jiangsu, Zhejiang and Anhui, the "three provinces and one municipality", play active role as the core cities in the Yangtze River Delta, a world class city group, to lead 11 provinces and cities in Yangtze River Economic Belt to improve comprehensive economic strength and access more technological innovation resources. By giving further play to technologies and talents as supporters and leaders in financial resources allocation function, trade hub function and high-end shipping service function, their respective advantages could convert to regional advantages, and thus improve the regional development efficiency and core competitiveness. For this region, the plan is to, in the wake of vigorous infrastructure construction in 12 western provinces and cities including Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang, Inner Mongolia and Guangxi, build the natural belt, the agricultural belt and the cultural belt. 1. Exhibition promotion zone for achievements in international technological cooperation. Considering the trend and critical fields of international scientific and technological innovation and industrial development, active progress and major achievements we have made in international cooperation in technological innovation would be demonstrated from different perspectives.

2.主宾国展览推介专区。展示中俄科技创新和人才交流成果，体现大科学工程、大科学装置对推动中俄两国人才合作发挥的枢纽作用。组织俄罗斯专家组织、高等院校、科研机构、人力资源机构、科技创新企业参展推介，推动中俄两国在新材料、智能交通、能源技术、人工智能和高新技术产品等领域开展务实合作。

2. Exhibition promotion zone for the Guest of Honor. This zone displays progress in technological innovation of and talent exchange between China and Russia, in particular, the hub function of major scientific projects and major scientific equipment in driving talent cooperation between both countries. Expert organizations, colleges and universities, scientific research institutes, human resource institutions and technological innovation enterprises based in Russia are organized to participate in the exhibition, to drive practical cooperation between China and Russia in new materials, intelligent transportation, energy technologies, AI and high-tech products.

Provinces/autonomous regions/municipalities, permitted by conditions, are encouraged to undertake regional parallel sessions, to demonstrate themselves, recruit talents, promote projects and communicate with other places.

赴香港、澳门举办高层次人才和科技创新项目交流对接活动。邀请有关省区市科技、人才主管部门，内地高校、科研机构、博士后工作站和企业赴港澳交流洽谈，促进内地与澳门企业、项目、人才的深度合作，共享粤港澳大湾区发展成果。

Go to Hong Kong and Macao for top talent and technological innovation project exchange and docking. Departments in charge of science & technology and talents of provinces/autonomous regions/municipalities, colleges, universities and scientific research institutions, postdoctoral centers and enterprises based in Chinese Mainland are organized to Hong Kong and Macao for negotiation and communication, an effort to promote in-depth cooperation between enterprises, projects and talents in Chinese Mainland and in Hong Kong and Macao, and share development achievements of the Guangdong-Hong Kong-Macao Greater Bay Area.

(V) Trip of foreign talents in China.

1.主宾国（俄罗斯）对接与合作。通过中俄科技创新论坛、中俄科技合作成果展示、合作项目现场推介、供需合作洽谈等活动，组织主宾国嘉宾赴相关省区市考察对接，推进项目落地，深化两国务实合作。协助国内高等院校、科研机构、企事业单位赴俄参加大型科创展洽活动，开展现场推介、项目交流对接，同期举办大会主宾国活动闭幕式及中俄科技合作成果展。

1. Docking and cooperation with the Guest of Honor (Russia). Activities like Sino-Russia technological innovation forum, Sino-Russia technological cooperation achievement demonstration, cooperative project on-site promotion, and supply-demand cooperation negotiation are organized, to lead guests from the Guest of Honor to relevant provinces/autonomous regions/municipalities for survey and docking. Thus we could further ensure the implementation of projects and deepen cooperation between both countries. Domestic colleges, universities, scientific research institutions, enterprises and public institutions are led to Russia for major technological innovation negotiation activities, to promote and communicate on projects. At the same time, the closing ceremony of the Guest of Honor activities and Sino-Russian technological cooperation achievement exhibition are arranged.

2.海外高层次人才对接与合作。聚焦数学、物理、化学等基础科学，以及应用技术等领域，以市场需求为导向面向全球邀请不同学术、技术背景的海外专家学者、技术持有者回国（来华）开展深入交流。

2. Docking and cooperation with overseas top talents. Based on basic sciences like mathematics, physics, chemistry, the applied technology and other fields, and following the market-oriented principle, we invite global experts, scholars and technicians with different academic and technical backgrounds to (back to) China for in-depth communication.

（六）科技外交官行动。

(VI) The science and technology diplomat action.

邀请部分我驻外使领馆科技处外交官回国参会，并赴国内部分省区市开展调研交流活动，介绍驻在国科技创新和人才交流现状，为地方科技主管部门、企事业单位开展国际合作提供建议。

Diplomats from office of science and technology administration at Chinese embassies and consulates in other countries would be invited back for the conference, and organized to some provinces/autonomous regions/municipalities for survey and communication. They would share the status quo of technological innovation and talent exchange in countries they station, offering local competent departments of science and technology, enterprises and public institutions with suggestions and references for cooperation in international technological innovation.
