General Work Plan for the 20th Conference on International Exchange of Professionals
The 20th Conference on International Exchange of Professionals ("the Conference") was originally scheduled to be held in Shenzhen from April 24 to 25, 2022. In view of the current severe situation of the COVID-19 epidemic at home and abroad, according to the relevant requirements of the State Council on holding exhibitions during the COVID-19 pandemic, corresponding adjustments have been made to the holding time and form of the Conference on the premise of strictly implementing the responsibility of epidemic prevention and control, i.e., online conference as the main form, without holding the offline physical exhibitions for the time being. In this context, this General Work Plan is hereby formulated in the interest of effectively preparing and organizing the implementation of the online conference.
I. Guiding Philosophy
Following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will unswervingly apply the new development philosophy and move faster to create a new pattern of development on the basis of conscientiously implementing the guiding principles of the 19th National Congress and all plenary sessions of the 19th Party Central Committee and the spirit of the central conference on talent-related work. At the same time, with the goal of promoting high-quality development and fulfilling the people's need for a high-quality life, we will serve the initiatives of "four targets" and accelerate the construction of talent centers and innovation hubs of global importance, with a view to promoting the sci-tech self-reliance and self-improvement. Closely focusing on the themes of "innovation, development, cooperation and win-win" and adhering to the frugality and honesty-oriented conference holding principle, we will expand open cooperation in the field of science and technology based on diversified standards including internationalization, specialization, low carbon, informationization and marketization, and enhance a series of capacity constructions including innovation leading force, hard power, driving force, supporting force and source power, so as to create an excellent ecological environment for talent innovation and build an international platform for science and technology innovation and talent exchange, thereby effectively promoting the transaction between science and technology and popular science products as well as the transfer and transformation of technological achievements. Most importantly, on the premise of continuously exerting the overall effect of synergy and mutual promotion among industrial chain, innovation chain, talent chain and value chain, we will join hands with all parties to share the "China opportunities" created by scientific and technological progress and innovation development, devoting ourselves to serving and accelerating the construction of an open innovation ecology and the Community of Shared Future for Mankind.

Time: The Conference will be officially held on May 26, 2022, with online services provided from May to November.
Form: The Conference is mainly held online, without holding offline physical exhibitions for the time being.

Relying on the official website platform of the Conference, a wide range of functional service areas including Shenzhen Forum, Virtual Exhibition Hall, Project Cooperation, Online Recruitment and Theme Activities were further set up, with diversified activities including the opening ceremony, Shenzhen Forum, exhibition negotiation, project cooperation, talent recruitment and theme activities held online.
(I) Opening Ceremony
The opening ceremony of the conference is tentatively planned to be held in the form of an online video on May 26 (the specific time will be announced separately).
(II) Shenzhen Forum
Focusing on a series of major issues, including strengthening the national strategic scientific and technological strength, enhancing the technological innovation capability of enterprises, stimulating the innovation vitality of talents, and improving the system and mechanism of scientific and technological innovation, Shenzhen Forum will specially invite relevant leaders, experts, scholars and representatives of enterprises in the form of online meetings to conduct in-depth discussion and exchange as well as knowledge and experience sharing in a series of key areas and hot topics, including accelerating the construction of talent centers and innovation hubs of global importance, green and low carbon, rural revitalization, the integration of innovation chain and industrial chain, disruptive technological research, etc., putting forth efforts to build a forum system with the main forum as the core and sub-forums as the auxiliary. (III) Virtual Exhibition Hall
With using virtue of advanced technologies represented by AR/VR/3D and comprehensive use of multimedia including graphics, audio and video, the Conference will set up street-style virtual exhibition halls for all exhibitors, and especially invite government departments, enterprises and institutions to set up exhibitions to show China's positive progress and achievements in the fields of scientific and technological innovation and talent exchange. In addition, guided by the regional development strategy and based on the four major regions including Western China, Northeast China, Central China and Eastern China, the Conference will show the policies and measures implemented by various provinces, autonomous regions and municipalities in terms of implementing and accelerating the construction of talent centres and innovation hubs of global importance and building a new development pattern. On the other hand, the Conference will also invite diversified organizations including domestic and foreign expert organizations, universities, scientific research institutions, human resources institutions, training institutions, scientific and technological innovation enterprises, etc. to set up exhibitions to promote superior resources. (IV) Project Cooperation
With the help of the exchange and negotiation system for overseas talents (EO system), the Conference will proactively carry out the "List Publishing of Successful Candidates" activity to build an online interaction and exchange platform for diversified organizations including domestic and foreign universities, scientific and technological institutions, human resources institutions, scientific and technological innovation enterprises, domestic and foreign expert organizations and professional institutions. At the same time, by virtue of providing a series of functions including online publishing and negotiation, special zone display, multilingual translation, etc., the Conference will also display information related to scientific and technological innovation projects and talent supply and demand for all parties in a centralized manner, with a view to providing all-round intelligent and precise services such as technology docking, scientific research cooperation, achievement transfer, job recruitment and so on for all parties. (V) Online Recruitment
By utilizing the advantages of the conference platform resource and co-operating with high-quality human resources service agencies, online recruitment zones will be set up, such as Cloud Recruitment Session for Foreign Talents, Cloud Recruitment Session for Overseas Returnees, "Elite World" Cloud Recruitment Session for Senior and Middle-level Talents, "Smart Globe" Online Recruitment Session and "Hundred Schools and Thousand Enterprises" Cloud Recruitment Session, so as to provide employers one-stop recruitment services targeting overseas high-end talents, foreign professionals, foreign students and young scientists in China, overseas returnees and fresh graduates and to meet the diversified needs of the employers and talents for exchange, interaction, and two-way selection. Guided by market demands and driven by scientific and technological innovation, focusing on major and hot issues related to basic scientific research, applied scientific research and economic and social development, the conference will jointly hold various small-scale, multi-batch, accurate online communication meetings, referral matchmaking meetings and other thematic activities with all partners by relying on relevant domestic and foreign scientific and technological innovation resources and with the help of convenient tools represented by online conference system, so as to build an online display, communication and cooperation platform for both the supply and demand sides and meet the needs of domestic and foreign participants for deep and pragmatic cooperation. V. Preparations for Participating in the Conference

IV. Procedure to Join Exhibition
(I) Registration and login.
Prospective exhibitors could log on to the official website of the conference (www.ciep.gov.cn), click on "I want to exhibit" to fill in the basic information and become a registered user, before logging on to the exhibitor's page with the registered user name and password for subsequent operations to join.
(II) Apply for a booth.
Prospective exhibitors could log in with their registered user names and passwords, click on "Apply to exhibit", fill in the relevant information as required, select the "Online Exhibition Hall" in the "Type of Exhibition" and submit the online booth application after confirming that it is correct.
(III) Booth confirmation.
After the Organizing Committee of the Conference reviews and confirms the online information for booth application, the prospective exhibitors should download and sign the booth confirmation agreement (stamped with their official seals) as required before sending it back to the Shenzhen Working Group of the Organizing Committee and paying the relevant fees in time.
(IV) Cutoff time.
The cutoff time for online registration as an exhibitor for the Conference is May 10, 2022, and generally speaking, no late applications will be accepted.

Organization and Implementation Scheme for Online Projects
According to the General Work Plan for the 20th Conference on International Exchange of Professionals, active "list publishing and unveiling" activities will be carried out on the official website of the Conference with the help of EXPERTS ONLINE (the "EO system") to provide comprehensive, smart and accurate project matchmaking and exchange services.
I. Time of Service
Project matchmaking services on a regular basis throughout the year.
II. Content of Service
Various functions will be provided, such as online publishing and negotiations, dedicated display zones, and multilingual translation, thus serving as an online platform for domestic and foreign institutions and enterprises and overseas (extraterritorial) specialist organizations to carry out technical matchmaking, scientific research cooperation, achievement transfer, recruitment and other activities, relying on the advantages of the OE system's strong capability in resource integration, east of use and wide coverage.
Based on the EO system, "list publishing and unveiling" activities will be carried out to centrally publish online supply-demand information, such as projects and talents collected by the exhibitors in advance, from which needs for key project cooperation and talents will be centrally published at a prominent position on the official website of the Conference. And "list unveiling" activities will be timely carried out through overseas cooperation channels to provide all parties opportunities to achieve mutually beneficial and practical cooperation.

IV. Process of the Activity
(I) Regular reporting and feeds of supply-demand information.
According to the local industrial development needs and key development areas, each organization will regularly collect and organize the supply-demand information of various projects and talents and fills out the Collection Form of Supply and Demand Information of the Conference on International Exchange of Professionals (hereinafter referred to as the "Collection Form", which can be downloaded from the official website of the Conference), which will be sent to the email addresses designated by the Conference within the corresponding time.
(II) Activate the system to use the account.
The Organizing Committee of the Conference will unify the information collected from the Collection Form the organizations have submitted into the EO system, which will generate the user accounts, and feedback will be sent back to the contact email addresses filled in by the organizations. Also, key projects and needs for talents will be screened and labeled for "list publishing". Each organization should activate the EO system to use its account timely and utilize the system's resources continuously to promote project matchmaking and cooperation.
(III) Raise special requests timely.
For key projects or talent demands that are not inconvenient to make public but necessitate the Conference's services, please specify in the Collection Form to be separately summarized and sent to the Conference's designated mailbox, and the Organizing Committee will help find suitable partners and excellent talents through other means.

According to the General Work Plan for the 20th Conference on International Exchange of Professionals, the cooperation of relevant partners will be sought to jointly host different thematic activities of content focus and flexible form (hereinafter referred to as activities) so as to attract global resources in scientific and technological innovation and serve the high-quality development of national and local economy and society, centering around the promotion of the role of scientific and technological innovation in the "Smooth Circulation", relying on the domestic circulation but making use of both domestic and international markets and resources with a focus on basic scientific research, applied scientific research as well as major and popular issues in economic and social development and industrial development needs.
I. Time of Activity
On a regular basis throughout the year.
II. Content of Activity
Activities will mainly take the form of thematic forums, project cooperation, talent exchange, and study visits, etc., and one activity could be held for multiple sessions alone or together with other activities according to the needs of the relevant partners.
(I) Thematic forum.
Forums will be held under the context of promoting mutually-beneficial bilateral and multilateral international cooperation in science and technology innovation and talent exchange in an open environment, with a focus on various topics such as relevant key development areas of national and local levels and industrial development direction, and relevant leaders, Chinese and foreign experts and scholars, and enterprise representatives will be invited to have discussions and exchanges and share experiences.
(II) Project Cooperation.
The cooperation of various partners will be sought to work together on determining the specific areas and themes, push the demand information collected by partners to the overseas channels in cooperation for matchmaking, screen to get the projects with a high degree of matching, and hold project promotion and exchange meetings online and offline to put together the supply and demand sides for promotion and matchmaking, centering around the key development areas and industrial needs of the country and relevant localities and based on the principles of precision, pragmatism, and increasing the success rate.
(III) Talent Exchange.
With the objective of meeting the needs of relevant local industrial development and talent, various activities such as talent recruitment, learning and exchange will be held by inviting human resources organizations in cooperation with the Conference according to the demands for talents collected by the relevant partners.

Foreign experts will be invited to carry out targeted visits to provide guidance and references, centering around the problems of local industrial development or technical problems urgent to be resolved by enterprises and institutions.
III. Form of Activity
According to the pandemic prevention and control requirements, activities will mainly take the form of video dialogues between the supply and demand sides for exchanges and matchmaking, and for the time being, no physical visits to China will be organized for overseas experts, project holders, or overseas talents. Once the pandemic eases, activities will be held online and offline based on the principles of frugality, efficiency and convenience. Preliminary matchmaking and exchanges will still be carried out online, and once the intention of cooperation between the two sides is made clear, overseas experts, project holders and overseas talents will be organized in due course to visit China for field investigations, exchanges and guidance.
IV. Brand Activities
(I) Parallel Sessions.
Parallel sessions will be held in certain provinces and cities, centering around key development areas and industrial development directions of relevant localities, by holding different activities such as thematic forums, project promotion meetings, talent exchange meetings, special training, and study visits.
