The First Meeting of the Organizing Committee of the 21st Conference on International Exchange of Professionals Held
On February 16, the first meeting of the Organizing Committee of the 21st Conference on International Exchange of Professionals (hereinafter referred to as the Conference) was held by videoconference. Li Meng, Vice Minister of Science and Technology, Director of the SAFEA, and Director of the Organizing Committee of the Conference, and Qin Weizhong, Mayor of Shenzhen and Director of the Organizing Committee of the Conference, attended the meeting and delivered speeches. Leaders from the Department of Foreign Expert Services, Department of Science and Technology for Social Development, Department of Research Commercialization and Regional Innovation, Department of Science and Technology Talent and Popularization, Department of International Cooperation, Exchange Center, and International Talent Exchange Center of the Ministry of Science and Technology, comrades in charge of the science and technology management departments of Beijing, Shanghai, Liaoning, Shandong, Jiangsu, Zhejiang, Hubei, Hunan, Jiangxi, Guangdong, Hainan, Ningxia and other provinces, regions and municipalities, and representatives of the partners of the Conference attended the event.
Vice Minister Li Meng pointed out in his speech that the Conference is the first offline large international exchange event held by the Ministry of Science and Technology after the 20th National Congress of the Communist Party of China (the 20th Party Congress). Guided by the spirit of the 20th Party Congress and General Secretary Xi Jinping's important instructions on implementing the strategies of rejuvenating the country through science and education, developing a quality workforce, and promoting innovation-driven development, we will build the Conference into an important platform for international exchange of talents, a display to showcase China's scientific and technological exchanges and cultural exchanges, and an accelerator to promote international exchanges of talents. We will further enhance our service capacity and play a greater role in promoting the construction of a new development pattern and building an open innovation ecology with global competitiveness. We should grasp the trend of the frontier of scientific and technological development and the law of talent flow, closely follow the national strategies, intensify the introduction of high-quality resources, give full play to the advantages of various media platforms, and further enhance the influence of the Conference at home and abroad. We should also strengthen supervision, management and provision of services, emphasize the protection of intellectual property rights, and create a good environment for cooperation and exchanges among all participants involved in the event. In addition, he hoped that science and technology departments in various regions should actively leverage the platform of the Conference, seize the opportunity of gathering high-quality resources, invite representative enterprises, research institutes, universities and other talent gathering platforms in their regions to participate in the event, collect and select a number of urgently needed cooperation projects and talents, strengthen preliminary communication, promote pragmatic cooperation between supplying and demanding parties, and further improve the sense of gain of enterprises, universities, and institutes from this platform.
Mayor Qin Weizhong said that the Conference is not only a high-level international gala in China for talents and but also an important platform for international scientific and technological innovation cooperation. Shenzhen will comprehensively and systematically study, publicize and implement the spirit of the 20th Party Congress, conscientiously implement General Secretary Xi Jinping's important thoughts on talents in the new era, adhere to the principle of government-guided and market-oriented operation for mutual benefit and win-win result, innovate mechanisms, enrich business formats, and expand functions, make overall arrangements for exhibitions, service, publicity and reports, and make every effort to promote the precise matchmaking and pragmatic cooperation among talents, projects, technologies, products, and services. We will strive to hold a unique, high-level, and influential event to make positive contributions to the construction of a quality workforce for the country, and to provide strong talent support for the realization of high-level scientific and technological self-reliance and the promotion of Chinese-style modernization.
At the meeting, Wang Youming, Director of the SSTIC, reported the overall work plan of the Conference.
Representatives from various provinces, autonomous regions and municipalities made exchanges and speeches. The meeting was presided over by Huang Qiang, Deputy Secretary-general of the Shenzhen Municipal People’s Government. Upon approval, the 21st session is scheduled to be held in Shenzhen on April 15 and 16. This year's session will thoroughly implement the decision and deployment of the Party Central Committee. Centered on the theme of "promoting scientific and technological innovation, seeking common development, and benefiting global talents", the event takes an international, specialized, low-carbon, information and market-oriented path to enhance the innovation leadership, hard power, driving force, support, and source power of talents. The goal of the event is to build an international platform for scientific and technological innovation and talent exchange. We will work together with all parties to share the "China’s opportunities" of scientific and technological progress and innovation development, and accelerate the construction of an open innovation ecosystem and a community of shared future for mankind.
