Gathering Practical efforts to Blaze a New Trail and Start a New Journey - The Working Group of the Organizing Committee Visits Hubei, Shaanxi and Other Places for Survey and Event Promotion

From February 27 to March 2, 2023, the working group of the organizing committee of Conference on International Exchange of Professionals, led by Zhong Zhen, Director of the Exchange Office of the Department of Foreign Expert Services of the Ministry of Science and Technology, went to Wuhan, Hubei Province and Xi'an, Shaanxi Province, together with Li Hai, Director of the Shenzhen Center for International Exchange of Personnel, and his 7-member delegation to conduct surveys, promote the Conference and negotiate cooperation issues for the event to build up momentum for high-quality development.

On February 28, the working group came to Huazhong Agricultural University. They listened carefully to the introduction of the College of Economics and Management and the Global Food Security Association for Young Scientists, visited the National Engineering Research Center of Rapeseed and its Demonstration Base for the Transformation of Results, discussed and exchanged views with Liao Jizhong, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission of Huazhong Agricultural University, Li Gucheng, Dean of the College of Economics and Management, and Zeng Hongxia, Director of the Department of International Cooperation and Exchanges to gain a thorough understanding of the university's experience in personnel training, think tank construction, scientific research, international exchange and other aspects. They also learned the approach of the university to address the problems related to the development of agricultural economics and other disciplines and the organization and preparation of the Global Food Security Association for Young Scientists.

Subsequently, the members of the working group "sought answers by asking questions" and had discussions with the Department of Science and Technology of Hubei Province and the Hubei Center for Science and Technology Exchange. Wu Yongjie, Director of the Division of Talent & Science Popularization of the Department of Science and Technology of Hubei Province, said that Hubei boasts strong scientific and technological strength, a complete range of industries, and a good foundation for cooperation. He hoped that relying on the excellent platform of the Conference on International Exchange of Professionals, the scientific and technological innovation resources and the actual needs of Hubei can be matched. He also invited foreign (overseas) experts to conduct field inspections and exchanges, provide guidance, to jointly discuss the frontier issues of basic scientific theories, promote practical cooperation between the two sides. This will help Hubei continuously build a talent exchange and innovation service platform to enhance the construction of science and technology strength and talent force of Hubei.

On March 1, the working group organized domestic and foreign experts to visit Xi'an, Shaanxi, where they discussed with the relevant functional departments of the Organization Department of Xi'an Municipal Party Committee, Xi'an Municipal Bureau of Science and Technology, and the Management Committee of Xi'an International Trade & Logistics Park, as well as representatives from colleges and universities such as Xi'an Jiaotong University, Northwest University, and Xi'an University of Architecture and Technology, about the establishment of a Xi'an sub-venue during the main session of the 21st Conference. Lou Wenxiao, Deputy Director of the Xi'an Municipal Bureau of Science and Technology, introduced that Xi'an is known as the capital surrounded by eight rivers and a place where all the sages must come. In recent years, relying on its unique endowment of scientific and educational resources, Xi'an has made marvelous achievements in co-building the "Belt & Road", promoting the development of the western region, establishing the innovation-driven platform "Qinchuangyuan", building itself into an international center city, and developing the Xi'an metropolitan area. The significance of Xi'an has always been shown in accelerating the construction of the "3+N" talent strategic fulcrum and the formation of flying swan goose. Yang Yi, Deputy Director of the Management Committee of Xi'an International Trade & Logistics Park, beginning with the construction of the China Railway Express (Xi'an) Assembly Center introduced in detail the five major industries including manufacturing, e-commerce, business services, logistics and finance, and culture, sports and health in the park. He expressed that Xi'an always emphasizes scientific and technological innovation cooperation and international talent exchange, and hoped to leverage the resources of the Conference as a channel to gather innovative strength to build the park into a world-class inland port and create a core hub of 'dual-circulation'.

In addition, accompanied by Han Tingting, Director of the Organization and Personnel Department of Xi'an International Trade & Logistics Park, the working group visited the China Railway Express Chang'an Cross-border E-commerce National Assembly Center, the "Belt & Road" Industrial Park in the Xi'an International Trade & Logistics Park, Xi'an National Medical Center, the "Belt & Road" International Commercial Legal Service Demonstration Park, the Datang Everbright City, and the digital exhibition hall and the functional areas including the public service platform of the School of Future Technology and the School of Modern Industry of Xi'an Jiaotong University iharbour Campus. The group learned the unique advantages and experiences in the construction of iharbour, joint talent training with enterprises, construction of innovation consortia and industrial transformation and upgrading. The valuable information will provide a useful reference for the integration of "two chains", the deep integration of enterprises, universities and institutions, and the transfer and transformation of scientific and technological achievements.

With the conclusion of the survey and promotion activities, the organizing committee will sort out and summarize the findings from preliminary observations and discussions, and then refine the action plans regarding the introduction of international talents and intelligence, the provision of services, and the transformation and implementation of scientific and technological projects, and strive to obtain pragmatic results.
