The 2009 Conference on International Exchange of Professionals (CIEP), organized by the State Administration of Foreign Experts Affairs and Shenzhen Municipal People’s Government, was held in Shenzhen from November 7 to 8, 2009. The 8th CIEP, focusing on the theme of “Integrating Global Intelligence to Promote Co-development” and the objective of “organizing the CIEP in internationalized, upscale, specialized, high-quality and market-oriented manners”, attracted more than 1,050 expert organizations, training institutions, professional associations, research institutions and talent agencies from 40-plus countries and regions. More than 4,300 institutions and organizations involved in human resources management and talent introduction attended the conference. At the 8th CIEP, more than 5,000 high-tech projects, training projects, technical research projects and talent attraction achievements were displayed.
During the 8th CIEP, 50-plus signing and promotion campaigns, and 12 special fairs and business meetings were held, with 2,851 talent cooperation agreements signed. The 8th CIEP attracted more than 22,000 professional representatives from China and abroad, 80,000 visitors and over 100 media outlets. More than 20,000 resumes were accepted at the Job Fair for Senior and Intermediate Professionals.
At the 8th CIEP, the State Administration of Foreign Experts Affairs recognized 12 new foreign organizations (or organizations outside Chinese Mainland) to exchange talents with China. As of that year, a total of 405 foreign organizations (or organizations outside Chinese Mainland), including 123 foreign expert organizations and 282 talent training institutions, were qualified to carry out international talent exchange projects in China. In addition, 293 newly-recognized organizations have been given the authorization to employ foreign cultural and educational experts in China, and a total of 6,044 organizations nationwide have been authorized to do so.
At the 8th CIEP, the special exhibition area of “Foreign Talent Introduction Achievements in 60 Years of New China” was established to select 10 “China’s Most Influential Overseas Experts in 60 Years of New China”, and a new exhibition area was set for overseas high-caliber talent institutions. Moreover, a Taiwan exhibition area, serving as a new platform for cross-strait talent exchange and cooperation, was first provided for more than 50 Taiwan-based exhibitors engaged in human resources and scientific research.
