The 2005 CIEP was held in Nanjing International Exhibition Center from March 27 to 28, 2005. This CIEP was jointly hosted by the State Administration of Foreign Experts Affairs, the Jiangsu Provincial People’s Government, and the Nanjing Municipal People’s Government, undertaken by the Nanjing Municipal People's Government, China Association for International Exchange of Personnel, China International Talent Exchange Foundation, and the Training Center of State Administration of Foreign Experts Affairs, and co-organized by China Services International. The opening ceremony of the conference was attended by Wan Xueyuan, Director of the State Administration of Foreign Experts Affairs, Li Yuanchao, Secretary of CPC Jiangsu Provincial Committee, Liang Baohua, Governor of Jiangsu Province and other leaders from relevant ministries and commissions of the state, CPC Jiangsu Provincial Committee, Jiangsu Provincial People’s Government, CPC Nanjing Municipal Committee and Nanjing Municipal People’s Government. The CIS and Eastern European countries were invited to attend the conference for the first time.

This conference, themed by “Integrating Global Intelligence to Promote Co-development”, was attended by more than 1,200 representatives of institutions outside Chinese Mainland from more than 30 countries and over 6,000 applicants from home and abroad. The conference included five sections: Project Fair for Introducing Foreign Economic, Technical, Management, Cultural and Educational Experts and Training Overseas (Outside Chinese Mainland), Project Fair for Returnees, Exhibition and Promotion Meeting of Talent Attraction Achievements, Exhibition and Promotion Meeting of International Qualification Certificates, Job Fair for International Talent. 34 talent agencies from outside Chinese Mainland obtained the qualifications from the State Administration of Foreign Affairs, and about 1,990 cooperation intentions were reached. This CIEP added such content as the exhibition and promotion of talent attraction achievements and the exhibition and promotion of international qualification certificates.
