The 2004 CIEP, jointly hosted by the State Administration of Foreign Experts Affairs, the Jiangsu Provincial People’s Government and the Nanjing Municipal People’s Government, was held in Nanjing International Exhibition Center from March 28 to 29, 2004. The conference was attended by 24 organizations of foreign economic and technical experts, 51 organizations of cultural and educational experts from more than 30 countries and regions, and 326 representatives of 166 talent agencies from outside Chinese Mainland, more than 1,000 representatives from 32 provinces, regions and cities, and cities specifically designated in the state plan, 56 relevant ministries and commissions, certain universities and research institutions, as well as more than 2,000 representatives from well-known enterprises at home and abroad and enterprises and institutions in Nanjing. 30 foreign talent agencies obtained the qualifications from the State Administration of Foreign Affairs, and about 2,200 cooperation intentions were reached.

This conference included such sections as the Project Fair for Introducing Foreign Economic and Technological Management Experts, the Project Fair for Training Overseas (Outside Chinese Mainland), the Nanjing International Talent Recruitment and Project Fair, the Exchange of Education, Science, Culture and Health Experts, and the Exchange of Service Projects for Returnees.
