The Conference on International Exchange of Professionals Shenzhen Forum 2010 was held on October 30 in Shenzhen, where Zhang Dejiang, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, delivered a keynote speech, noting that we should earnestly study and implement the spirit of the Fifth Plenary Session of the 17th CPC Central Committee, adhere to the implementation of the strategy on developing a quality workforce, stick to the expansion of opening up of talent work, seriously implement the National Outline for Medium- and Long-Term Talent Development, increase the introduction of overseas talents and intelligence, more proactively participate in the global cooperation and exchanges of talents and intelligence and raise the introduction of talents and intelligence to a new level.

Wang Yang, member of the Political Bureau of the CPC Central Committee and Secretary of the CPC Guangdong Provincial Committee, attended the forum.

Zhang Dejiang noted that the world today is undergoing extensive and profound changes and human society is faced with major development opportunities and serious challenges never seen before, which requires us to vigorously develop, cultivate and make full use of talent and intellectual resources, actively respond to various risks and challenges, enhance the country’s overall strength, comply with the trends of economic globalization and the marketization and internationalization of the flow and allocation of talent and intellectual resources, strengthen openness, cooperation and mutual benefit in terms of talents and intelligence and strengthen the common development of talent and intellectual resources and the sharing of results, so as to promote common development and common prosperity.

Zhang Dejiang stressed that adhering to the expansion of opening up is China’s fundamental policy and the vigorous introduction of overseas talents and intelligence is an important part of opening up. We should well plan the introduction of overseas talents and intelligence, introduce foreign talent and intelligence projects and conduct talent and intelligence introduction in wider ranges, broader areas and higher levels. We should further expand international talent and intellectual exchange and cooperation and we should achieve complementary advantages of and win-win cooperation in talent and intellectual resources through talent introduction, technology exchanges, joint development, cooperative research, personnel training and other forms. We should vigorously advance innovation in talent and intelligence introduction systems, mechanisms and policies and form a new pattern of overseas talent and intelligence introduction guided by the government and extensively participated in by market entities and social forces. We should strive to create a good social atmosphere that helps attract talents and give full scope to the talents and we should bring into full play the role of introduced talents and strive to create good working and living conditions for them.

Zhang Dejiang noted that the Chinese government will cordially welcome more overseas talents to work in China as always and make full use of various channels such as the Conference on International Exchange of Professionals and its forum to continuously expand exchange and cooperation in the area of international talents and intelligence and enhance the friendship between Chinese people and people all over the world.

Before the opening of the Forum, Zhang Dejiang inspected the exhibition area of international intellectual projects and achievements of the Conference on International Exchange of Professionals 2010 and met with representatives from home and abroad who attended the Forum. Ji Yunshi, Director of the State Administration of Foreign Experts Affairs, and other leaders also attended the Forum.
