The Conference on International Exchange of Professionals · Shenzhen Forum 2009 was opened today (November 7) in Shenzhen, where Zhang Dejiang, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, delivered a speech, stressing that China will unswervingly adhere to its fundamental policy of opening up, stick to vigorously introducing foreign talents and intelligence and expand exchanges and cooperation in the area of international talents and intelligence, so as to provide strong talent and intellectual support for the sustainable development of national economy and society and make new and greater contributions to world prosperity.

Zhang Dejiang first expressed his congratulations on the holding of the Conference on International Exchange of Professionals · Shenzhen Forum 2009. He noted that talents and intelligence are the decisive factors for people to meet challenges and promote the progress of civilization. In the current situation, strengthening openness, cooperation and mutual benefit in terms of international talents and intelligence can help respond to and overcome the international financial crisis, promote world economic recovery and advance the progress of human society. Countries in the world should pay more attention to talent and intellectual resource development and capacity building, establish priority development strategies, continuously increase investment and strive to improve human development capacity and quality. He said that we should pay more attention to improving the quality of international exchanges and cooperation, adhere to the philosophy of peaceful development and win-win cooperation, further strengthen international exchanges and cooperation in talents and intelligence, increase talent and intellectual support for developing countries, continuously enrich the connotations of cooperation, broaden the areas of cooperation, innovate the ways of cooperation and enhance the effectiveness of cooperation; we should pay more attention to developing systems and mechanisms for international exchanges and cooperation, strengthen communication, consultation and policy dialogue and build an international cooperation mechanism for talent and intellectual resources that realizes complementary advantages, mutual benefits and win-win cooperation.

Zhang Dejiang emphasized that the introduction of foreign talents and intelligence is an important part of China’s opening up and is a realistic and long-term need of China in order to achieve scientific development. China lays equal stress on the independent cultivation of talents and introduction of overseas talents, pays high attention to the introduction of foreign intelligence and continues to improve and innovate the system with Chinese characteristics for introducing foreign intelligence, absorb and draw on advanced foreign technologies and management experience and promote and facilitate international exchanges and cooperation in human and intellectual resources.

During the Conference, Zhang Dejiang met with representatives from foreign expert organizations, overseas student organizations and Hong Kong, Macao and Taiwan organizations and visited some booths of the convention and exhibition part of the Conference.
